The Bihar Public Service Commission (BPSC) invites applications for the role of Mineral Development Officer (MDO). This position is responsible for supporting the State’s mineral resource governance through technical evaluation, field oversight, compliance monitoring, and coordination with stakeholders in accordance with applicable mineral policies, acts, rules, and regulations.

Responsibilities

  • Support mineral administration and development initiatives in line with State and national mineral policies.
  • Conduct technical assessments of mineral deposits, exploration data, and geological/mining reports.
  • Monitor mining operations for compliance with relevant acts, rules, regulations, and permit/lease conditions.
  • Participate in inspections, site visits, and field verification activities; document findings and recommend corrective actions.
  • Review and validate submissions related to mining plans, production returns, and statutory reporting (as assigned).
  • Coordinate with government departments, technical teams, and field offices to ensure timely execution of assigned tasks.
  • Assist in preparing technical notes, reports, and recommendations for decision-making and regulatory actions.
  • Support initiatives related to sustainable mining, resource conservation, and responsible mineral development.
  • Maintain accurate records, files, and documentation as per departmental protocols.

Requirements

  • Education: A second-class M.Sc. degree in Geology or Applied Geology, or an M.Tech. in Geology, or a degree in Mining Engineering from a recognized university or institute.
  • Age (as per BPSC norms, reference date 01 August 2025):
    • Minimum: 21 years
    • Maximum: 37 years (Male)
    • Maximum: 40 years (Female UR, BC/EBC Male & Female)
    • Maximum: 42 years (SC/ST Male & Female)
  • Working knowledge of mineral policy and related acts, rules, and regulations is preferred.
  • Ability to perform field-based duties, prepare technical documentation, and coordinate across teams.
  • Strong analytical skills, attention to detail, and professional integrity.
